What does the "CE" mean for a CE block?

What does the "CE" mean for a CE block?
There have been a lot of creative but incorrect answers. Counter exchange, etc. are not correct. Check these documents for 1971 and 1972 (and earlier and later, I just scanned these.) CE= "Chevrolet

So, is this a fake or real CE stamp? 
In all seriousness, does this possibly show evidence that the CE blocks were gang stamped with the CE, year, and the first 3 sequential numbers as they were produced? And then the last two digits stamped on separately, possibly during build-up?
