75 corvette telescoping

I just purchased a 75 corvette that the steering column parts were in a box. This is my first corvette and I have everything together but I can't tell if the telescoping lock goes under the star screw. I ask because the star screw was already installed in the column and I can't tell from the diagrams I have found. Thanks
