Replacing right head light frame that was broken. How do I install the new headlight frame. Does it have to be from the bottom and/or does the hood and radiator need to be removed required.
This is the U shaped frame that holds the head light in place.

Are you talking about the headlight bezel, or surround that goes around both lights or the actual frame that supports the whole enchilada? If the former, a couple of screws. If the latter, open the hood, jack the front of the car up and get to it, any which way you can. It ain't going to be easy, I'll tell you that much.
Probably a combination of top side and from underneath. You maybe able to get to the rear bolts with the hood up. The two front bolts are accessible with the grille removed. The assembly will come out the bottom.

It really depends how much of the headlight mechanism and the lights themselves you disassemble that will determine how the frame comes out, and goes back in.
First hint is to carefully tape the edges of the edge light opening and the headlight door to protect the paint.
It will be very difficult at best to get it out as an assembly. Do you know about the Assembly Instruction Manual, (AIM), for your car? This will help you with the disassembly and reassembly, although it won't show you just how to get it out.
What year car are you working on? The frame changed SLIGHTLY from 68/74 to 75/82. Make sure you have the correct one.
