76 Headlights/Brights

I just purchased my first vette (76 L48) on Monday and I am having a few issues. One of them is trying to figure out the headlights. From what I have seen is the headlights and high beams are on the same pull switch on the high left side of the dash next to the wheel. When I pull the lever once the lamps go up but nothing turns on. When I pull it further all 4 go on to the brights. I'm assuming that there is something wrong in that switch, but want to know if anybody else has seen this? Thanks for your help.

Your brites click off and on w/the switch on the left side of the floor.Its a pedal that activates a switch which are both under the carpet.
