You can reach up from under the front and gentley pull and they will come down. Watch your hands once they start to come down the spring will pull them down quick.
My '68 project car has no properly operating headlight vacuum system.......so until I repair it, I lower each headlight assembly by reaching directly into the opening under the assembly with one hand and moving the two "arms" that hinge together while holding the cover with the other hand.
It takes a little bit of manipulation to learn how to cause the two arms to "unlock" and pivot so that the headlight assembly will lower into the closed position.....
Once I feel the assembly start to lower slightly, I hold the assembly with my "free hand" while removing my "busy hand" from the opening....then the assembly will close completely.
Try it a couple times until you learn how to make the two "arms" pivot so the assembly will lower.

Pulling the headlights down manually can be hard on the diaphragm in the actuator…. if you pull one of the hoses off the actuator it's easier on the diaphragm's seal.
Also, don't pull on the plastic headlight warning switch… it's right where you hand want's to grab, it's fragile and very easy to break off.
