This is an after market piece as it is made by Eckler's or a supplier of theirs, but it may still be good quality. OEM stands for Original Equipment Manufacturer meaning General Motors so it would have to be a GM produced part to be OEM. There may be other forum members who have used this part and can chime in to it's quality. Good luck on finding what you need.

I don't think OEM indicates a GM produced part.
Quite the contrary, it indicates a part produced by another company and sold to GM to be used on a GM product.
Sometimes there were just a couple of OEM suppliers as for tires with Goodyear, Firestone, and U.S.Royal; or dozens of suppliers as for fasteners.
I believe the use of OEM has been bastardized over time in the same way the term NOS has been to aid in the selling of both old and new parts.

I guess in the future pretty much all parts will simply be known as 'Alibaba' parts.
GM does produce some of it's parts. It just depends on the part. Tail light lenses with guide on them were made in a GM plant in western Ohio, that one of my bosses worked at. I think that it was called the Fisher-Guide plant. Lou.

Don't get hung up on OEM…. the question I think you're asking is was this part originally installed on cars in St.Louis. The part may still be made by the same manufacturer which would make it OEM or be made by a reproduction supplier.
Or it could just be an aftermarket part of some sort.
