Looks almost exactly like the configuration for my 70....it's red also!!
On the 70, the shoulder belt retractor mechanism has a separate housing. This housing is very fragile, and getting an unbroken one is difficult. I must have bought about 10 pairs on ebay before I got a perfect pair. When I install my 70 shoulder belt retainer housing, I'll line it on the interior with fiberglass to make it stronger.
The seat back frame has to have the provisions for the seat belts to pass through. Not all do. Pull your seat cover off carefully and look, first.

Agree on both counts. These old retractors are fiddley enough and when you try to deal with both at the same time, it can get comical.
