Hi, Question, on a 1978 T&T steering the horns work from the relay to the horns, by jumping the red & green wire, also by connecting the relay and jumping the black wire to ground. Took the steering wheel off and all the parts right up to the steering wheel lock plate. there are 3 contacts, I have no voltage there, with the key on or off. Should their be voltage or not? If there should be voltage, what's next to find the problem. Thanks
The black wire in your relay....is the CONTROL GROUND CIRCUIT that occurs when you press your horn button....SO....you are NOT looking for 12 volts....you are looking to make sure the BLACK WIRE in your horn relay is going to GROUND when you press your horn button.
Often times the copper plunger made into your turn signal switch can fail due to the copper spring fails and collapses....thus making the plunger tip NOT contact the horn contact ring....that is right under your LOCK PLATE.
Also..the coiled spring that is attached to your steering hub can rust...and where it touches the horn contact ring ( the one under your lock plate)...it can loose the ability to complete a good ground path.
Also your steering column has to be grounded for it to work. Try jumping a wire from your column to a known ground, like the engine under the hood, and then press the horn button and see if it works.

I replied to your PM. I have replaced the spring only with a copper plated spring like the original. The plunger is a bit fun trying to get caged again.
