While column moved up and down my "68" has 69 interior and 69 electrical has the internal voltage regator in alternator ! Could this be as easy as the round metal clip?

Have you opened it up.could be as easy as the screws that holds the telescoping brake to the Tele shaft.
I have one in garage and take a look and take some pictures for you.

Sorry, I'm not making any sense of it. I'll try once more, when you say up and down, do you mean telescoping toward the dash and back toward the driver?
...While column moved up and down my "68" has 69 interior...
Do you have a 69-up tilt and telescoping steering column added to your 68? Toward dash then toward driver sounds like a description of a telescoping feature. Telescoping steering was an option on 68s. There was no tilt feature. What do you have? How about a pic?
