I just replaced all my vacuum hoses and my headlights still will not lift. Doesn't really seem to want to do anything. It does bring the headlights down. Pulling about 21 in-Hg at source, not sure what it should be. Whats the most likely component failure in the system or is there a write up on checking actuators?

So I did a bunch of vacuum testing and this is what I found.
Actuators both work going down and hold pressure, one leaked down about 2 in-hg in 15 minutes. No operation on the up side of the actuator.
Relays both operate properly.
Vacuum tank leaked down about 6 in-hg in 15 minutes.
Light switch in the on position leaked down about 3.5 in-hg in 15 minutes
Diverter switch would not hold any vacuum. I even pulled it apart lubed the o-ring and then tried replacing it nothing helped.
So i'm thinking just a rod seal kit for the actuators, new diverter valve. What do you think about the light switch and vacuum tank. Might do the switch since its out already. I'm going to check the reservoir tank again.
