Thanks for posting the picture. It helps me out. I found your thread while trying to find out where the date code is located on the early C3 steering column in order to explain why my door lock are keyed differently than my ignition. The different keys means either the T/T steering column or the door lock cylinders were replaced on my car. Hopefully the date code on the steering column will offer some clues.
As for your question, Julian day 194 is July 14, 1968. With that date code, I think it is possible the column that is in your '70 with the column mounted key was manufactured for an early '69 production car.
