You are absolutely right and that's why when a car pulls to the left or right when the alignment is correct its because the steering control valve is OUT OF ADJUSTMENT.

pulls to the right while driving or when braking? If braking all the above brake suggestions plus check for fluid contaminated brake pads.

I jacked up my car today, took the left front wheel off, disconnected the steering cylinder rod from the frame, fired up the engine and the rod immediately sucked in. I adjusted the adjustment screw and 10 minutes later I was driving without any pressure on the steering wheel. "Piece of cake". Thank you guys, a really appreciate your help.

Correct way is to jack up and block the car. Disconnect the rod end of the assist cylinder. Start the engine and see if the cylinder extends or retracts by itself. Remove the dust cap from the valve, turn the adjustment one direction till the rod just begins to move, turn the adjustment back the other way while counting the number of turns till the rod just begins to move the opposite direction. Turn the adjustment back half the number of turns you noted and it should be centered. Reattach the rod to the anchor point and test drive.

Sure you don't want to drive it on a perfectly flat road and spend a couple of hours, first finding that road, and then making adjustments according to the pull of the steering.
