Default Turbo 400 leak

My Turbo 400 suddenly started leaking while driving and it looked like the front pump seal. A mechanic said the seal was OK and the problem was the front pump bolts were loose and almost hitting the torque converter. He said he tightened the bolts and all is well. My question is: Does the transmission have to come completely out or at least be unbolted from the engine and backed out enough to reach the front pump bolts to tighten them? Or can they be tightened by removing the dust cover to access them? I'm not sure how you access the top bolts.
Thanks for your help.

I'm not sure if the A/T and driveshaft needs to be unbolted and "slid rearward" to tighten the bolts.

I DO think the mechanic should have become a Gynecologist if he was able to get to the bolts by only removing the dust cover......

but I'm only a Rookie

He might be able to reach a few of them; but I seriously doubt he could reach them all. The only way those bolts would come loose is if they were not properly torqued during assembly.
