Have you checked that you have 12 volts to the HEI? The connector on the side has the 12 volts to it along with a tach input lead. A test light is good enough. If it lights, you have power.
If you don't, check back to the ignition wire on the bulkhead connector on the firewall. Check inside on the fuse panel.
