Forgive me for being stupid but, does anyone know what the little pull/push lever is for directly below the steering column? I have attached a picture. I have tried pushing it in and pulling it out and cannot figure out what it does.
That is for the headlights and wiper doors. There should be 2 of them, 1 for headlights and 1 for wipers. It overrides the system if they arent operational makes them stay open.
I couldn't find em on my car they're just cheesy plastic and I guess over the years they get kicked and break off.

Depending on the year of your car you may have 1 or 2 of the 'vacuum override' switches.
One, when pulled, opens the headlight doors without pulling the headlight switch. It sounds like yours isn't working.
On 68-72 cars the 'override' switch on the right opens the wiper door without turning on the wipers.
The center electrical switch is used to stop the wipers in the 'up' position so the blades can be changed for instance.

Blue striped hose( runs from the headlight switch) to the bottom nipple and plain black hose to the upper nipple.
I don't think it's the 'trip' reset. That cable turns and has a knurled rubber tip. It's located further to the left near the courtesy light.
FWIW: the owner's manual explains these and a significant amount of other useful information about your car. If you have an owner's manual with your car, sit down and read through it. If you don't have one, order one.

One suggestion, always start your post with your model year. I've found that helps a lot in getting answers. Looks like you have one ****, I have a 78 and that **** is an override for the headlights as stated by others, the car needs to be running for it to work. Need vacuum to build up. Also pick up the service manual, assembly instruction manual and a headlight vacuum troubleshooting guide. All very valuable tools when working on the great cars. Good luck. If the car is running and vacuum working, pulling the switch will open the headlight doors. If the car is not running and vacuum is down, nothing will happen. (If you are talking about the switch I think you are)
