Carbon canister for fuel emissions. Line runs back to the tank, other lines to the base of the carburetor.

Vapors from the gas tank and fuel system, vent to the charcoal canister.

It has nothing to do with your headlights or the car's vacuum system.

Hi K,
It's the vapor canister for the gas tank.
The canister is filled with charcoal.
A hose (the one you see) connects to a hard line that travels back along the frame rail to a vapor separator mounted on the upper left side of the gas tank.
There are 2 more 'pipes' as you see, both missing rubber hoses.
The larger runs to a tee at the pcv valve and then on to a large nipple on the front base of the carb.
The smaller runs directly to a small nipple low on the front of the carb.
The system including the sealed tank and was introduced to reduce emissions. It was known as EEC… Evaporative Control System.
A couple of pictures…. happen to be from a 71 also.
Regards,
Alan

Follow the instructions with the EFI system. Especially about the connections to the fuel tank, and how to vent it. I would bet canister will not be used.
