I'm afraid he probably is. There was a guy on the forum a while back who bought a car with belts attached to those.

YES...the car I worked on...well....it looked just like that B.S.( my opinion) in the photo above.

SCARY...isn't it!!!!! And the REALLY SCARY part.....the person in the passenger set has NO WAY of knowing that if the seat belt on the passenger side are needed...they WILL FAIL Can someone say...."FACE PLANT!"...right into the dash or windshield. Because if anyone has had there seats out....they know that the square welded in nuts for these two lower rear seat bolts are NOT ENOUGH to stop a person being thrown forward. These bolts and nuts would pull out quite easily. Simple physics : F=ma (Force is equal to mass times acceleration.)

DUB,
I replaced the seat frames in my 1974 years ago because they were rusted, cracked, and weak. I can't imagine attaching a seat belt to them.

The reason you can't imagine doing it that way is BECAUSE you have a CLUE!!! And when I write 'CLUE'..I mean a brain that works. That is WHY you would not attach your seat belts as they were in the previous photo in post #21.

Some people do not STOP and take the time to think. They often times look for the easiest way to do 'something' to give them instant gratification and feel like they know how to repair 'something'. Which can not be further from the truth....in my opinion. They will by-pass the factory design due it possibly taking MORE EFFORT and tools they may not have to know how to use correctly....because bolt broke or whatever. Especially when it deals with a safety feature or operating system that keeps them safe and others on the road safe.

I guess my only reply is that after 30 years of driving C2s and C3s I have a few clues re safety. And original GM design. The GM engineers did not make perfect cars but they came d*** close in that era.
