The black housing does not "attach" to the gauge cluster.

The housing lays on the cluster, just the way you have it. The gauge lens then sits on top of the housing, and all three pieces go into the gauge bezel from the back. Everything is then secured to the gauge bezel, by 4 screws that go through the holes in the cluster, and sandwich the other pieces between the cluster and bezel.

There should also be some foam/rubber strips between the front console plate and the lens (anti-rattle)

(those aren't stock but you get the locations, there are lips on the frame where they go)

and some cardboard/plastic housings that shield the headlight warning and fasten seatbelt lights

No, those look like the ones that hold the cluster into the dash

Let me check

M

I believe they are the same that hold the clock into the cluster (but I'm frequently wrong), PN 447143. It's a 1/4" hex head self (#8?) tapping screw, not real long, 3/8" or so

Default Voltmeter?

How/where can I find a voltmeter like the one in the pic for my 71? I'm mainly interested in replacing the battery gauge with a voltmeter that looks similar to the other gauges

Most vendors are now selling them (LS swap driven I guess)
Green lettering is available Corvette central #393122
White lettering Corvette central # 393136
Willcox may be selling them by now, not back when I bought mine.
You need to drill two holes in the back panel but otherwise a straight forward swap

I added some details, check the above post. You may want to see what all your missing and ask the forum members, someone may have stripped a console and have what you need available.

Adding the year of your car to your profile (that cluster looks to be 78+) and your general location will also help as members may be close to you.

Any chance you can take a picture of the bolts for me? I'm having a hard time getting any info on these screws

Mine are together so it would only show the head
Here's basically what they are though (except I think they have flat ends not pointed, should be able to get something from NAPA
