'73 Bumper bar and bracket question

Default '73 Bumper bar and bracket question

I have a question regarding the bumper bar extension and brackets that are supposed to be on my '73. I'm doing bits and pieces when I get a chance before I start on the body.
My frame is a replacement frame that was purchased back in the late 70's and used for a few years before put in a storage shed for 30 years. The entire story of this car is a little muddled to say the least. My issue is, there are only two bolt holes on either side of the frame that the extension bar attaches to. Looking at the AIM, there needs to be two more on each side for the side bumper bars. Why would this frame come with only two holes on each side, and I suppose I'll have to drill two more holes to accommodate the brackets?

Can't tell by photo, is the bumper extension with the vacuum tube installed
on your front frame? The frame extension is bolted to the tube extension.
The tube extension has one bolt to the frame with one bolt from
the frame extension going through the tube extension and the frame.
The third bolt on the extension goes through the tube extension.
Maybe this diagram will help.

YES...each side takes 4 bolts. 2 that hold the vacuum tube ...and 2 that hold the bumper extension brackets. And the washers are the special toothed washer that BITE into the steel when tightened. Because you can see the witness marks in the steel from where they were located.

I am concerned about the placement of the holes currently in your frame.....something does not look right or it may be how I am looking at it. I knwo the square nuts are still attached...but it looks funny to me for some reason.

I went out to my shop and snapped these pix of my 73.
the first is the bracket held onto the frame and the second is the frame alone and the third is the bracket. You can see the bulbous region is to clear the one bolt.
