I'm putting my gas tank back on since I didn't take it off and I'm running into a snag. The fuel tank straps do not reach to the frame of the car. Is there suppose to be a "crossmember" that goes under the tank that the straps connect to? I think it shows it in the diagram in my manual.

Yes, it bolts to the underside of the frame rails, supports the front of the tank, the 2 straps clip to it, and is shown in the drawing you posted.
