I can say 100% that someone has changed the bezel. Yours is a 72-75 or so. 70-71 are unique to those years.
These bezels break very easily and great care should be taken when removing or installing. Do not push on the top or it will break. The bezel will fit in without pushing much at all if installed properly.
The side you have labeled #1 should have a bar and look exactly like the #2 side. On the #1 side the lower portion should be a black button that has the word "PUSH" in white letters and the top is a red lens with "Seat Belt" on it. When you start the engine the seat belt light comes on and you have to depress the black button to turn the light out.
I have not run mine in a while so I cannot recall exactly what happens on the right side. Pretty sure the one light comes on at start up or when turning the key to run, and then goes out. The other light indicates that the headlight doors are up and ties in to the black switches on the headlight door mechanism.
I recommend getting the correct bezel and parts. I would surmize that the wiring behind the bezel is for a 70 and will not work properly with a 72 and up bezel and related lights.
Note that the gauges appear to be 72 and up as the 69-71 had unique gauges. Your gauges should have a very nice greenish look when lit.

Here's the typical 69-71 bezel configuration as Bill described.
On the left is the 'seat belt warning' which illuminates every time the car is started, the button that must be pushed to shut it off (putting the seat belts on doesn't do it).
O the right are the 'door ajar warning' light that is controlled by the 2 door ajar switches in door jambs, it is illuminated if the doors are not latched, and the 'head light warning' that illuminates momentarily every time the head lights are turn on until the doors are fully open. It's controlled by 2 switches on the headlight mechanisms.
Pretty cool to see in action.
