I have lost all power to the ignition switch on my 68. When I check the battery with a test light (voltage meter broke) the light does not come on with both battery cables connected. When I take the ground cable lose from the battery then the test light lights up on both the positive and ground? Do I have a short and where would I start?
Say again exactly what you're doing. Where are you connecting the clip on the test light? What do you mean by the light lights up on ground? Do you mean the negative battery terminal? If so, where is the clip lead connected when it does?
You should be connecting the clip to a chassis ground and the probe to the positive battery terminal with everything connected and the light should light. It should not light when you touch the probe to the negative terminal. A battery can have enough power to light that single bulb, but not enough to operate an electrical device.
I can NOT make out what is going on here. A much better write up is needed....because I find it odd that the negative cable is removed but yet the test light works....
Finally had time to get new volt meter. I have 12.7 Volts at the battery. 12.7 at the hot terminal on the starter and alternator with the ignition off. Turn the ignition switch to on position and no interior or dash lights come on but I hear the relay click. With ignition on I do not have any power either side of the starter solenoid.

The battery itself was internally shorted. New battery and vroom vroom.

At first, I was going to suggest the fusible links at the voltage regulator. These can break and cut power to inside the car.
However, having power with no load (key off) and then power goes away with load (trying to start) is a very good sign the battery is shot, like you found out.
