there where 2 covers. one for a 153 tooth flywheel and one for the 168 tooth because the starter was in different locations

I wouldnt be surprised of someone forgot to install it on the production line and they had to cut the slot and add it as an after thought so they didnt have to pull the starter. Most assembly line workers really dont care to put too much effort into assembling anythng correctly, they look at total production. I was QA on assembly lines at a firearms factory. You wouldnt believe the crap they turn out and the bosses dont care because the more they make, the bigger the bonus.
