Engines with carburetors are started quite differently than fuel injection engines, and especially differently than what many of us are driving now.
Are you following the starting directions in the Owner's Manual?
The procedure likely involves depressing the accelerator to the floor to set the choke and then depressing the accelerator again and holding it depressed while you turn there key to the start position.
Are you doing something along those lines when you try to start the engine when cold?
