Wow.. that's not an easy fix considering the plate that striker bolts to is located inside the hood itself.
You could cut the rivets (located diagonally) that hold the plate in place, then slice out the side of the hood to remove this plate and then re-weld the (a nut) in place... that's about the only suggestion I'd have for this repair. Once you fixed the plate, then insert it in the slice you made, re-rivet it in place and repair the slice.
