Please excuse my ignorance, but I have never seen this before as I am a new owner. What does this **** do that is under the passenger dash? I have a '76. I have messed with it, but nothing has happened. Thanks in advance.

If you do not have an owner's manual with your car, order one. When it arrives, sit down and read through it. There is valuable information in the owner's manual.

The Astro Ventilation system was designed to provide fresh air to the interior without having a window open.
The system is made up of the vents in the dash and kick panels in front and the 2 vents in the rear deck. The opening/closing of the rear deck vents was operated by the hot/cold wheel on the heater/defroster controller.
The system was only operational on cars without a/c.

It is very common for the mechanism the **** operates to freeze up from rust. If the **** won't move remove the passenger side dash pad and then remove the plastic housing the **** mechanism is attached to... you can usually work these free with a small wire wheel, some cleaner and grease.
