I just purchased a used FO cable via EB (late 1980's Cadillac Brougham OEM) to fix a single bad FO cable, and I'm concerned that the one that I purchased was spliced previously, but I want to get some other opinions. Here's a pic:
Does that looks like a splice? If not, what purpose would that serve? It's about 1.5 ft away from the sensor end.

I'd say yes.
I think the fact that the stripe goes into that "collar" at one place but comes out at a different place is the indication.
If the cable was continuous the stripe would be in a straight line,

Yes it is a splice and not very good one. I was a splicer and would not put my name on that one. When you use a fusion splicer it gives you a reading on how good the splice is. If it works and was cheap enough go for it.
