I have a 74 California frame I'd like to install my 70 Detroit (that covers the rust question) body on. The 74 used the 'bolt on' automatic transmission cross member (which I don have). Do I need to find a weld on style or will a bolt on work with my M21 (Hurst shifter)?

The bolt on crossmember will work just fine. The Hurst shifter does not bolt to the crossmember, it bolts completely to the trans. That's the reason many owners went to the Hurst. The torque acting on the shifter made some of them hang just a little.
Other side of that coin-- swapping a clutch is MUCH easier than it is trying to do the watusi dance twisting the trans out over the welded crossmember. There are a bunch of us manual trans guys that have cut and modded ours for just that reason.

Automatic transmission cross member in a manual transmission Vette, best thing since sliced bread.

I have always said WTF were the GM engineers thinking.

I know what you're saying when I saw the 70 was welded on with such a tight fit in the tunnel.
