Default Steering Column Repair

OK, so I'm getting ready to refurbish and repair the steering column in my 79. I already have it out of the car and will need to replace the lower bear as you can see in the picture. My problem is the shaft is apparently rusted to the bearing and won't slide in or out. Who has any ideas to free this? I have it soaking now with PB Blaster. Also, I will be installing the Borgesson system with it so will need to collapse it some to fit. Is this a simple process or is there any special things I need to know and or do. Also, where can I get a new rubber seal for the flange? As you can see, it's pretty bad too.

I got the parts for the lower bearing and rubber from corvette central when I did my 73. Mine was seized on too. I soaked it down for day but finally cleaned up the shaft below with emery cloth and wheel to smooth out and get rust off. Then uses a block of wood and hammer. Once it broke free the shaft was clean enough it came off
