where does this connector, 1975 Stingray go? i would guess it to be a ground wire...it comes through the firewall and was not connected

?

Looks like a heat sink for a transistor which would mean ground. What color is the wire? Do you have a schematic to look at. If you search wiring diagrams on forum there is a member that will send you diagram for particular year which is invaluable.

Possibly the ground tab for the wiper motor? Should be a tab at the bottom right wiper motor mount stud for the motor ground.

If that wire breaks out of the harness close to the wiper/ignition leads, that is what it is.

Early 75 looks like yours has a little more bend to it
