Default Need help understanding very strange trim plate on my 1981 Corvette

here is a pic of trim plate this is my trim plate on my 1981 corvette i bought in NYS USA - Title is clean vin is 1G1AY8764BS418213, has anybody seen anything like it before it doesnt even say chevy - I was just looking for paint code - any ideas on what this may mean?

Canadian salvage or recon title. have seen one of these before.

Do you have a VIN plate on your driver pillar post? I remember hearing from someone that had something similar to this, but he had it because the VIN plate area had rusted through, and the VIN plate was lost.
The plate you show in your picture was the replacement from the Government of Quebec. Your car must have come from Quebec at some point in time.
