Yes, the seats need to be removed to replace the front carpet.
The bolts that hold the seats in place pass through the carpet.

Are you decedents of the shoe people?
Typically the carpet needs to be carefully trimmed to get it to fit well.
Fortunately the seats on a C3 are very easy to remove. Run the seat all the way forward and remove the bolt at the rear of each track. Then run the seat all the way back and remove the bolt at the front of each. Lift the seat out and that's it.
