Just bought a 79. My question is, is it the inner or outer rear light that is the turn signal, right now when i use my signals the left one activates the outer light. The right one activates the inner. Im sure its just an incorrect bulb placement, but not sure which one is wrong.

Inner rears are back up lights unless a previous owner did a bubble light conversion. Sounds like the lamp holders on the right side may have been swapped.

As mentioned, the only 4-red-tail lamp C3 model was the 1968 which also had back-up lamps installed in the lower rear panel. Many later-C3 owners chose to convert their rides to 4-red-tail lamps...but many didn't do a good job of wiring.
The OUTER lamps were the turn signals; the inner lamps were tail lamps and back-up lamps.

doesn't have to be an aftermarket conversion, could be just 4 brake light lenses and new sockets for the inners, and wrong bulbs or wiring done wrong or lost grounding etc.
I put the bubble light kit on my 81.
Iiked them on my old 68.
Cut and soldier the wires and put back up
Lights on the frame each side of license plate.
