Default Part Identification Please!

Will someone please tell me exactly what this little piece is called and what the function is and how to utilize it? Also on the kickdown cable does that look like it's supposed to? Thanks in advance!

From where it appears to be mounted in the pic it looks like an anti dieseling valve.
So when you shut it off it doesn't continue to run on.

or A/C solenoid

turn off key, that plunger retracts to close throttle= anti diesel
running turn on A/C plunger extends = a/c solenoid.

kickdown is connected, does look a little screwy.

Well, to start the broken zip tie is a definante bubba. So, no the cable is not correct. as for the first picture it looks to me like a vacuum actuator with some missing pieces? None of which looks correct to me. But more information, as to the year, motor etc. is needed to advise properly....

Thank you.. it's a 78 with a ZZ4 motor. It's been converted to a serpentine system if that makes any difference. If that little actuator thing is not helpful then it can easily be removed. I wondered also about the Integrity of that kickdown cable. I wonder if it the whole thing should just be replaced...?

with the help from you gents I've been able to ascertain that the unidentified part is and air conditioner actuator that increases the RPMs when the AC is kicked on. Now to test it and see if it actually works. Thanks for the help!
