Is very slight orange seepage around the windshield in a few spots always a sign of serious rust when no other evidence of rust exists? I would think a little seepage is probably normal and is just some surface scaling. Am I correct?

Rust ISN'T normal.
The only way to determine the source of the stain you're seeing is to take things apart.
Could it be something very minor?....CERTAINLY.
Is what you're seeing enough reason to take things apart?... only you can decide that.

Well I can guarantee it isn’t going to get better. “Rust never sleeps” is true. If you keep the car from any exposure to moisture, the rust will advance more slowly. The only way to know for sure is to pull the windshield and visually check the birdcage.
Not wanting to ruin your day ....but.. my 71 looked good but I had concerns about rust around the bolt on the #2 mount behind the kick panel. There was no real rust in the bolt area it was a lot of flakes. Members here called it correctly saying the problem was higher up in the windshield frame.
This is what I find when the windshield came out.....
All fixed now. Members here are knowledgeable and a great source of information to those (including me) new to corvettes..
