Default steering column refurbishing questions

I am about to tackle refurbishing my steering column on my 69.
It is in pretty ugly shape but it seem to turn OK
The steering wheel is bent, it is missing the horn stuff
and the turn indicator needs replacing

But it is the bottom end I am looking at first, which is a rusty mess.

First of all, as I was looking at it tonight it was obvious that the firewall mount is not perpendicular to the column
Is this the way it should be?
Or has it been messed with ?

Also, what is this clamp on the steering shaft for?

Thanks
Glenn in San Diego

you are doing this project without using a shop manual or aim for reference?

The steering shaft is not perpendicular to the firewall meaning yours looks correct. If I recall correctly, the shaft angles slightly to the right as it goes through the firewall to the steering box.

Hi Glenn,
I'm thinking the clamp was used on 68 columns as the lower bearing retainer.
The 69 columns have a retainer in the shape of a cup and ring/clip... it seems to be in place in the column in your photo.
?
Regards,
Alan

The 69 lower bearing retainer.

Here's the cup and ring/clip on a 71 std column.
