Drain all the fluids out of it, get yourself one of those big blue drums, a couple boxes of sodium carbonate (Arm and Hammer) not sodium bi-carbonate, and a trickle charger, a few pieces of plate steel. Mix the Sodium Carbonate in water hook a wire to the block and submerge in the barrel. wire the metal plate and hook the charger to it. One will be the anode the other is the cathode. In a week or so the rust will be converted. You may have to clean the anode every couple days. When done take it out spray it off and it should come apart easily. I think it's sodium bi-carbonate you shouldn't use, if you go this route contact me and I'll check mine to be sure. Works great on rusted bare blocks too. Coat when done or it may flash rust, I use a mixture of 25% motor oil and 75% mineral spirits. This works better for me than the commercial stuff.

Sorry, I didn't realize who the OP was. this sounds like something a noob would want to try. but 5 gallons of water means it was filled to the valve covers with water.

Is the intake cast iron or aluminum? If the latter you could use a chisel to break the intake around the stuck bolts. If you do one side, you could pull the head on than side and then get the intake and head off the other side. Not elegant but I think it would work.

I don’t think cutting the heads off the intake bolts gets you anything unless you grind out the bolt inside the intake like a root canal.

Unbolt both heads. Whole mess will pop right over dowell pins.
