The vert with a 4 speed has some good value. Interior does look good. The bumper covers can be fixed or replaced and if the rest of the paint is good then I would say 11-13k
Paul most of them just sit and deteriorate even more. Placed on eBay or Craig’s list endlessly. I often wonder do they really want to sell them? Put a crazy price and it never sells. It’s a shame. I assume in the case of elderly people the estate winds up selling it.
i have encountered this issue a few times up here in the east. They quote NADA or something like that and they think that they have it at a great price.
The best are the sellers who tell me that they were told it was all original when they bought it. Of course most times it isn’t. Doesn’t phase them at all. Still think it’s worth the same. It can be very frustrating.!!! To the OP you have to ask your self is it worth the effort dealing with a uninformed seller? I have been there and it’s not!! Ike

I own and am restoring a 75 currently. It's coupe, with 66K original miles, garage kept, strictly minor surface rust in any of the problem areas. The car was hit and has a salvage title (doesn't matter to me, I'll never sell it.) and I only paid 2 grand, they're only worth 8-10 in restored condition. You're probably looking at 6 grand or less for the car you're looking at, although without pictures I can't give a positive answer.
Weird science! I own and am restoring (restomodding I guess) a 75 coupe with 66k miles. My uncle was the 1st owner and he let go of it a couple months ago to me.
Agreed to all previous sentiments that the car the op is considering is a pass. Fair deals are still out there, this isn’t one of them. fwiw, I’m selling off all of the stock/oem parts from my car that I’m not using. When done they will more or less equal what I paid for the whole darn car.
Here on the C3 for sale forum is this one. A great example of what a $20K+ 1975 Flame Orange 4spd, no A/C, vinyl interior roadster looks like. I think it was at $22.5 recently. I love this car, have really been thinking about it.

That’s a horrible price and should be a Concourse car at that price. You can find a super nice 75 convertible for 15 to 22. There are some in Texas available now that are super nice that fit this price range. Don’t buy that!!
