One method is to put the car up on ramps or jacks and reach up from under to pull what's left of the cable.
Another is to use a screwdriver and the little access holes that are found near the corner where the windshield wipers are mounted, like where the windshield meets the firewall. There are probably black plastic plugs in the holes you'll need to pop out. You use a long screwdriver or slightly bent metal rod to press on the back of the mechanism that the cable pulls. It's a weird angle, a lot of trial and error.
