If the price is right. I wouldn't go anywhere over $500 in the condition it's in now even if the seller has a lot of serviceable parts in storage and the birdcage is not rusted out.
If you do pull the trigger the first thing I'd do is pull the body and start from the ground up.
If the seller has most of the parts in storage and your serious get a hold of your local Corvette club and take one of them with you to look it over. They can help with the rust issue as where to look as to me that would be the biggest issue.
One things for sure if you pour money into it you will not get it back for a long time. Also, number matching helps too.
