Rubber bumper fix
Like everyone else my 1980 has waves in the front bumper. I have gone back and forth between just dealing with is and getting a fiberglass bumper, same style. While I was researching bumper repair for another project I thought why not just use the flexable body filler like in the link below to fill in the waves and sand it smooth, then repaint? I have searched and never found anyone who has done this. Is there something I am missing???

Trying to fill in the waves on your factory bumper is such a bad idea. Go by any body shop and mention your idea to a body guy and see what their reaction will be. Just do not ask them when they are drinking a beverage so they do not choke or spray it all out and back on you by accident.
Can be it be done. YES. But that is not the point. The amount of time and effort to get it PERFECT would be so extensive..you can build an Egyptian pyramid by yourself in the same amount of time.
Installing a rigid fiberglas one would take time but that would be faster by along shot.
