My 1975 does not have the heater core hot water shutoff valve. Did they all come with them or was it only on certain cars. Can't find any info in the restoration guide.

75s with AC did not come with the shut off valve. Not sure about non AC cars. It is odd that they did not have them. My guess is that the vacuum switch for the exhaust crossover diverter and the AC compressor Used up the space for the shut off valve so the engineers just omitted it.

It is odd... because I was at home and all I have there is the original assembly manual... and it shows the valve in both the vacuum schematic and the page described above.
It seems GM went back and forth on the hot water control valve over the C3 model run.
I found out the hard way when retro fitting factory A/C in my 69.
Since I accumulated parts from various years (69 thru 73-ish), I just assumed by looking at the 69 set-up that all years used the valves but not so...
FWIW I have the vintage air set in my 69 which included the water shutoff. I have recently added a water bypass so when the water is off, it can route back to the water pump.
The bypass is for of my in progress LS swap.
Oh yeah, NOT Stock.
