Are the courtesy lights working? If not, check the CTSY fuse as the horn is on it as well.
If the fuse is OK the next place to check is the horn relay. The relay is in a bitc^ of a place to access--above and to the left of the fuse box. It's not mounted to anything. Hopefully you have a meter or test light. The orange wire at the relay should have constant +12V. The black wire should get ground when you press the horn button. You should also hear the relay click when the horn button is pressed and the green wire should to hot (+12V). If the relay is working then you need to check the horns themselves. First make sure the wire to them gets +12V with the horn button pressed. The horns are attached to framing members so they are self-grounding.

On a 1982 this is incorrect due to they are mounted on the gusset support plates that aid in holding up the headlight support beam on the underside of the top hood surround on each side. They also have ground wire that is run to these horns also.
