C3 headlight ground strap ?

C3 headlight ground strap ?
i have a 1980 corvette and now realize that i’m supposed to have a ground strap that attaches to the headlight switch. My AIM doesn’t show a pic of this:

So, am I really supposed to have one on the headlight switch and if so, does someone have a pic of it installed. What does the two ends attach to ?

1977 Was the last year for the ground strap, 1978-1982 had a ground wire at the switch.

My headlights work but instrumentation lights do not. If I wiggle the headlight **** back and forth I see the lights come on for the guages intermittently but the driver console lights do not come on at all. All bulbs have been replaced with led bulbs.
Im figuring the rheostat is bad on the headlight switch but didn’t know if the ground strap was needed.
