Wow! I'm feeling your pain! I've tried to find a 1980 L48 showing this(your) label. Interesting, I could not see it on any engines that I looked at. The only labels I was able to see were these pictured below. First one is on a 79 L82, and the second is on an '80 L82 and the last one is an 80 L48. Now whether or not these are correct, I'm not sure. Doesn't seem to be any consistency. I'm not as familiar with these later C3's. I did check with a couple vendors and they do list the one you pictured for 79-80 vettes. Maybe post the AIM illustration showing where it says the label should be placed for members to take a look at, to try to offer more help. Usually there is a page toward the front of the AIM showing all the labels for that year and their locations. Part number?
