Default A fan part

Hey everyone

Can anyone explain to me what the funtion of this part is?
It was attached to my cooling fan.

I already painted the part that bolts up to the pulley. Can I paint the whole part, or do I have to mask something off (maybe the 'spring thing' in the centre-front)?

It the centrifugal clutch for the fan
Basically it will keep the fan moving (engages) at low - medium RPM and then start to let it slip at higher RPM (when the air movement through the rad should be enough to cool the system)
Those fins allow it to cool (like a heat sink) when it's slipping so painting them will not let them cool properly, maybe a very light dust coat of paint but I'd just clean it really well and leave it alum color

Oh, the spring on the front is (I believe) the temperature valve that will keep the clutch engaged when it gets hot regardless of the RPM, so thermo rather than just centrifugal
