I have a 1970 vette w/350 it sat for 34 years but in great shape. I took it to a vette restoration shop they built up trailing arms, bearings, new spring and NEW reverse lock out cable as the car could not go into reverse. The reverse problem is corrected now. I picked up the vette and started to drive home the trans felt good shifting into 1st, 2nd and 3rd gear but when I went into 4th gear the trans is downshifting like it is going into 3rd gear it feels like 3 and 4th are reversed but I know that cannot happen or can it. I do not think the clutch is slipping because car has power in that gear and the tachometer is not going any higher. The drive train has all new GM oil and the rear is a 3:70 any help would be much appreciated
Post some pictures! If the shift linkage arm is reversed on the transmission, perhaps you would see this symptom.
Since you know your rear ratio, you can calculate your 4th gear speed and see if that is plausible (you'll likely need a GPS speedometer app on your phone and a known-good tachometer reading).

you successfully shifted 1-2-3 so the shift linkage is not reversed. My bet is the bolts that hold the shift levers to the shifter shafts have loosened causing the transmission not to shift into 4th and 3rd is probably disabled also at this point . With the shifter in neutral check the levers are properly engaged and the bolts are tight.
It sounds like he shifted 1-2-4-3, not 1-2-3. It may be as simple as a loose bolt on the shifter lever. However, if the 3-4 shifter lever were installed upside down, moving the shift control rod would work the opposite of what it says on your shift plate for those two gears. Here's a diagram of a 1970 Muncie (shift levers go up), and a picture of a 1968 4-speed Muncie (3-4 lever goes down).
I'm speculating, but a photo would show that, and while you are down there, check that the shift lever bolts are tight!
