I installed a composite rear spring on my 79 the problem is the bottom of the spring is at the middle of the tire, I know it should be above the rim, I don't have a spacer on it or is it just the wrong spring?

Some of the TRW springs have quite a high arch on them and there have been lots of complaints of the cars sitting way to high. Others seem to sit at stock height (I have one and it's pretty much the same as the steel spring was)
You can run a longer bolt to help lower the car (8 is normal but people have run 10)
Lowers the car but doesn't have a lot of affect on where the spring is compared to the tire.
The fear is if you get a flat the spring/bolt can hit the ground
That sounds like one of the higher arch (TRW style) springs then, nothing you can do other than go to a 8" bolt (brings it to rim height) and have about a 27-1/2" height at the top of the wheel arch (IIRC, could be wrong...)
or switch to a low arch spring as suggested above
