My 1980 Corvette has always had some weird shifter problems. When I first got it, park was reverse and that was quite the surprise when cranking it over for the first time. The shifter will not reach "1" it feels like its too short. However, the shifter is hitting the plate and bottomed out, yet doesn't reach "1". Is it the bracket off the trans? I'm starting to think it is homemade and not the correct one. I would very much appreciate pictures of the correct setup or part numbers.
If it won't reach park or first gear positions that tells me you don't have enough throw down at the tranny. Try removing the bracket and drill another hole about 1/2" above the holes that are in the shifting bracket, this should give you more movement at the tranny than you have now.

Remove the cable at the trans bracket. Put the trans in park by hand, move the shifter to the park position. See where which hole lines up if any. If not mark spot where it does. Now move the lever to low gear, move the shifter to low. Check again where the cable lines up. .It just might need adjusting or a new hole

Your missing the clip off the bottom bracket that holds the cable in that bracket , had exactly same problem your having here on a 72 t400. Without the clip the force was pushing the cable outwards instead of moving the select lever. Your lever does look funky compared to a standard lever.
The funky lever is gone and the new cable is in. Still didn't reach 1, but felt way better than before. I rebuilt the shifter assembly in this car and it just occurred to me that I remember having to use new bolts to mount the shifter because it used 4 different types. I'm assuming that my shifter assembly was either out of a 79 vette or something else that only has PRN32 meaning that the plate the shifter pin rides on only let it go down to 2.
So, I used my gut bubba feeling and got out my reciprocating saw. Took a chunk out of plate and smoothed it out with a file, shifts nice and smoothly into first (with a little force). I'm glad I changed the cable and lever, even if it didn't solve my problem. The thing was toast and the crimps were done for.
