Your car gets dinged in a shopping mall parking lot while your eating at McDonald's in the food court. Is McDonald's responsible or the mall owner? Of course not. It's a private parking lot i.e. mall is owned privately - not owned by any level of government which would make it public like streets and highways.
I don't see how the shop owner in this case can be held responsible on his private lot, gated or otherwise.

I'm a distributor with thousands of dealer and installer accounts and seen this happen more than you think. If it happens in their bays or in their controlled staging lots, any shop worth their name will take care of it. In the parking lot outside their gates is on the owner. That's why they have insurance.
